Transport permits
A transport operator may need a domestic permit, a Community licence for carriage within the European Union, or another authorization tied to the vehicles and services involved. Applications are generally handled through Bulgaria’s Road Transport Administration Executive Agency.
The authority examines more than the Bulgarian company registration. It may review professional competence, financial standing, good repute, vehicle records, operating premises, insurance, and the appointment of a qualified transport manager. A mailbox in Sofia and a leased truck somewhere else in Europe will not automatically establish a credible transport operation.
Ownership of the Bulgarian OOD is usually less troublesome than operational substance. The difficult questions are where the vehicles are based, who manages them, whether the company has adequate capital, and whether the transport manager genuinely supervises the operation.
